OS MasterMap Highways Network with Average Speed contains detailed historical speed information which provides the average speed travelled for all roads in Great Britain. This dataset is based on a year’s worth of information collected by in-vehicle telematics devices that capture data for all roads.
This product is updated quarterly.
New OS MasterMap Highways Network With Speed Data contracts cannot be entered into after 29 March 2023. Supply of product updates to customers with existing contracts continues until March 2024.
Average speed and indicative speed limits are now available to access directly from the OS National Geographic Database (OS NGD) Transport Theme. These datasets are available under the PSGA and make it easier to analyse travel times and provide more accurate insight for safety and infrastructure policy decisions.

The Average Speed dataset contains a year's worth of historical speed information broken down into six time periods for each day. The data is bi-directional, so gives you the average speed of a road link in both directions.
